ユニバーサル・ベーシック・インカム(最低所得保障)とは、政府がすべての国民に対して最低限の生活を送るのに必要とされている額の現金を定期的に支給する政策です。
社会主義、共産主義でなく自由主義、資本主義で行われる事が前提となっています。

肯定の立場としては、

Affirmative
I think that the Universal Basic Income is a good idea. It solves world poverty problem, makes people doing useful work, eliminates sales tax regressiveness.
First, the Universal Basic Income or UBI will eradicate poverty. Many people around the world have to live in poverty. If the UBI introduce in the country where they live, they can escape the miserable condition. All humans should live without any money problem.
Second, through the UBI, people can leave outdated work and change their job title. For example, recently banks do not need many bankers because of automation and online transaction. But, the bankers do not leave the bank, because they fear of unemployment. Using the UBI, they leave it and study programming. And they can work as a smartphone developer.
Third, sales taxes have many problems because the taxes are regressiveness. Rich people do not have to pay taxes compared with their earnings while poor people have to pay more percentage of the taxes. This is unfair. The government should deal with contradiction. All sale taxes problems will be solved by introducing the UBI.
For the reasons mentioned above, I think that the Universal Basic Income is a good idea. Many people escape the poverty and can work more demanding job.

ユニバーサルベーシックインカムは良い考えだと思います。それは世界の貧困問題を解決し、人々が有用な仕事をして、消費税の逆進性を解消します。
第一に、ユニバーサル・ベーシック・インカム（UBI）は貧困を根絶する。世界中の多くの人々が貧困のなか生きなければならない。 貧しい人々が住んでいる国で UBI が導入されれば、彼らは悲惨な状態から脱出することができます。すべての人はお金の問題がなく生活できるべきだ。
第二に、UBI を通じ、人々は時代遅れの仕事をやめて仕事の内容を変えることができます。例えば、最近の銀行は、自動化とオンライン取引のために、多くの銀行家を必要としません。しかし、銀行家は失業の恐れがあるため、銀行をやめることができません。 UBI を用いることにより、彼らは銀行を辞め、プログラミングを勉強する。そして彼らはスマートフォンの開発者として働くことができます。
第三に、消費税は逆進性であるため、この税には多くの問題があります。豊かな人々は収入の割に多くの税金を支払う必要はありませんが、貧しい人々はより多くの割合の税金を支払わなければなりません。これは不公平だ。政府は矛盾に対処すべきである。すべての消費税問題は、UBI を導入することで解決されます。

Negative
I do not think that the Universal Basic Income is a good idea. People do not work, there is not enough money to ensure it, and the government has too many power.
First, many people will do not work. One of the reasons people work is they need money to live. If their living expenses are ensured, there is no reason to work. These people drink, and smoke and their health will worsen. Health insurance system will collapse.
Second, introducing the Universal Basic Income or UBI needs huge costs. Very few countries can afford to spend the UBI such as oil-rich country. But countries that do not have natural resources like Japan cannot spend the UBI. People who recommend the UBI they have to explain resources of it.
Third, if one country introduces the UBI, the government will monitor all of the citizens more often than before. If someone complains about the government’s policy, the person will have to go to jail. The country’s citizens will have no choice but rely on the UBI. They will follow the government’s order. And eventually, it will destroy democracy.
In conclusion, I do not think that the Universal Basic Income is a good idea. The system will only worsen the citizens as well as the country.

私はユニバーサルベーシックインカムは良い考えだとは思わない。人々は働かず、それを保証するのに十分な資金がなく、政府はあまりにも多くの力を持つ。
第一に、多くの人々が働きません。人々が働く理由の1つは、生活費が必要だからです。生活費が保証されていれば、働く理由はありません。これらの人々は飲酒、喫煙により健康が悪化します。健康保険制度は崩壊します。
第二に、ユニバーサル・ベーシック・インカム(UBI)を導入するには莫大な費用が必要です。石油の豊富な国など UBI に費やす余裕のある国はごくわずかです。しかし、日本のような天然資源を持たない国々は UBI に費やすことができません。 UBI を勧める人々は、その財源を説明しなければなりません。
第三に、国が UBI を導入すれば、その政府はすべての国民を以前より増して監視するようになるでしょう。もし誰かが政府の政策に不満を持っていれば、その人は刑務所に行かなければならなくなるでしょう。市民は UBI に頼るしかないので政府の命令に従うようになる。そして最終的に、民主主義が崩壊するでしょう。
結論として、ユニバーサルベーシックインカムは良い考えではないと思います。このシステムは市民だけでなく国家を悪化させるだけです。
